Reviving Kuala Lumpur: Transforming abandoned buildings into urban landmarks


KUALA LUMPUR: Several prime locations in Kuala Lumpur, including Jalan Bukit Bintang, Jalan Pudu, and Jalan Gombak, are home to several abandoned buildings in need of significant upgrades to transform them into valuable urban assets.

Minister in the Prime Minister's Department (Federal Territories), Datuk Seri Dr Zaliha Mustafa, revealed that 48 abandoned buildings have been identified in the capital—25 residential and 23 commercial properties, according to Kuala Lumpur City Hall (DBKL) records.

Dr Zaliha noted that abandoned buildings are not limited to suburban areas but also exist in high-potential commercial hubs.

She noted that even established neighbourhoods like Kampung Baru, Taman Tun Dr Ismail, Setapak, Cheras, and Kampung Pandan have vacant properties.

Areas like Jinjang Utara house at least seven abandoned premises, mostly residential, while Jalan Sultan Azlan Shah (Jalan Ipoh) and Lorong Tiong Nam have numerous neglected residential and commercial units, reflecting urban decay or stunted development.

Zaliha attributed the issue to factors such as layered ownership disputes, heritage planning roadblocks, and failed property investments.

To tackle this, DBKL has issued notifications and notices under Sections 74 and 75 of the Local Government Act 171 to affected property owners.

However, only nine owners have responded to the notices, she said during a question-and-answer session at the Dewan Negara recently.

Zaliha said that DBKL is exploring redevelopment strategies with strategic partners to repurpose and reintegrate these buildings into the market, while also looking at holistic approaches to reactivate dilapidated areas.

Meanwhile, the Task Force on Sick and Abandoned Private Housing Projects successfully revived 89 private housing projects worth RM6.48 billion in the first two months of 2025.

Deputy Minister of Housing and Local Government, Datuk Aiman Athirah Sabu, reported that 82 of these projects have obtained their Certificate of Completion and Compliance (CCC), while seven are back on track for completion.

"None of the abandoned private housing projects have been removed from the list so far. However, a significant number of projects under the Budget 2023 initiative are expected to secure their Certificate of Fitness for Occupation (CFO) or CCC this year, covering 13 projects," she said in a recent statement.

As of February 2025, TFST is monitoring 230 delayed, 347 sick, and 116 abandoned private housing projects, representing a total gross development value of RM107.04 billion.

Aiman stated that several Budget 2023 projects are expected to secure their CFO or CCC this year, covering 13 developments.

She affirmed that the Ministry of Housing and Local Government will continue to work closely with relevant stakeholders to expedite the recovery of these projects, ensuring the protection of homebuyers and the success of national housing initiatives
